CNN —Hamas on Saturday published a video of two hostages, American-Israeli Keith Siegel and Israeli Omri Miran. In the video, Siegel, who appears to be speaking under duress, pleads for Israeli Prime Minister Benjamin Netanyahu to negotiate a hostage release deal with Hamas. This is the first video released of Siegel since he was kidnapped by Hamas alongside his wife from their home in Kibbutz Kfar Aza on October 7. CNN —The total solar eclipse that delighted spectators across Mexico, the United States and Canada on Monday was a celestial experience not to be missed. Thousands of displaced people are sheltering on the hospital grounds in central Gaza, along with several journalist teams working from tents in the area. Al-Aqsa is the only remaining functional medical facility in the central city of Deir al-Balah. In the north, a raid on Al-Shifa Hospital — Gaza's largest medical facility — has lasted 14 days, as of Sunday. The health ministry in Gaza says Israel is not allowing patients and medical staff to evacuate, trapping them without basic resources.

By Alexander TanasCHISINAU (Reuters) - A Moldovan court jailed a banker for 10 years on Monday, the second man to be sentenced in connection with the ex-Soviet state's "fraud of the century" in which $1 billion was removed from the banking system and taken out of the country. The country's anti-corruption prosecutor announced the sentence handed down on Viorel Birca in connection with the 2014-2015 fraud on charges of mass fraud and "acting in the interests of a criminal group". Moldova's Constitutional Court subsequently outlawed a political party bearing his name. The fraud case continues to reverberate in Moldova's politics a decade after the events. Moldova's parliament last month dismissed central bank chief Octavian Armasu for failing to act to recover the money lost in the scandal.

Friday's phone call came one day after Netanyahu said that he has told U.S. officials in plain terms that he will not support a Palestinian state as part of any post-war plan. But the regular cadence of calls between Biden and Netanyahu, who have had a hot-and-cold relationship for over three decades, has slowed considerably. And in late 2019, during a question and answer session with voters on the campaign trail, Biden called Netanyahu an “extreme right” leader. Netanyahu argues that a Palestinian state would become a launchpad for attacks on Israel. They hold out hope Israel could eventually come around to accepting a Palestinian state that comes with strong security guarantees for Israel.

It will initially be led by the Inter-American Development Bank (IDB) and the U.S. International Development Finance Corporation (DFC), lenders which between them have been involved in all the recent swaps, also including Barbados and Gabon. The Asian Development Bank, the African Development Bank, France's Agence Française de Développement, and the European Investment Bank will also be part of the task force, as well as the Green Climate Fund and the Global Environment Facility. Development banks play a particularly important role in debt-for-nature swaps because they provide the credit guarantees and/or political risk insurance that make them viable.
